How does User Set up gets created?

Hi Community,

Navision 2018, I notice that when I create a User Account, a User set up doesn't creates automatically.

I have to create it myself. However, I also notice that sometimes, user can carry on using navision even if I didn't input the user in the user setup.

But when it comes to inserting, then navision will prompt that the user setup has not being created.

So I would like to find out, in Business Central, does the User Set up creates automatically when a user account is created, if not, then is it part of the User account creation process to create it?

Unfortunately, it will not be created automatically and needs to be added manually.
