ROI.exe error on new workstation - event ID 33 SideBySide error

After installing SL 2011 SP1 on a new workstation were are getting an ROI.exe error when attempting to open any report screen.  The event log shows an error with Event ID 33 source SideBySide  "Activation context failed for "C:\Program files (x86)\Business Objects\BusinessObjects Enterprise 12.0\win32_x86\sacommlayer.dll" ...

A search on this error seems to indicate that the problem may be with an incorrect version of Microsoft Visual C++ Redistributable.  When I compare the installed versions of the C++ redistributable on the affected workstation with another that does not encounter the ROI error I see a number of different versions on each but I'm not sure which is required by SL.  Would re-installing SL install the correct version of the redistributable or do we need to manually install the correct version?  Or am I barking up the wrong tree?

Any assistance would be appreciated.
