Importing Solution: Component Missing That Actually In The Solution

Hello Experts,

I'm trying to import one .jpg webresource from CRM 2015 On-Premise to Dynamics 365 Online via solution. Getting strange error saying that component is missing, but it's actually in the solution.

It don't have any dependencies, it's just a .jpg webresource. Any idea?

    have you tried to create a new Solution and import that one?
