Reporting tree not locking

We're running MR 2.12.16005.1.  I am an Administrator in MR security.  I opened a Reporting Tree that we wanted to password protect and clicked on the padlock.  The window that prompts the user to enter & confirm a password opened, and I entered a password. I closed MR completely, went back in, opened the Reporting Tree and changed a row from non-printing to printing, and clicked on Save.  At no point was I prompted to enter a password.  I've tried other Reporting Trees, with the same results.  Any thoughts on why I am unable to password protect a Reporting Tree?

    If you are logged in as an Admin user, you will automatically by-pass the lock on the tree definition.  Users that do not have the admin role should be prompted when trying to open a protected building block.  If you open the reporting tree definition and then click Tools, on the menu bar, does it have Protected or Unprotected?  If it is locked, the Tools menu will have Unprotect (meaning that the tree is currently protected and you have the option to unprotect it).  If it is unlocked, then the Tools menu will have Protect.

    That was it!  I also noticed when a Building Block is protected there is a blue outline around the padlock visual cue.
