one more thing, this issue only raised when there is an active quantity discount policy exist in a price and discount management against items, then this issue raised and if no such active quantity discount policy no issue raised.

this cart issue raised after enabled following feature, before this feature there was no issue. "Enable refunding charges based on the refunded quantity"
Hi Afazal,
this error appears due to some Cart ID/version change, when some Time out happens. You need simply press OK and complete transaction.
How often this error appears?
Is this error only when you change quantity?
If this happens with every transaction when you change qty, probably this should not be so. Please create a support ticket for us to investigate deeper.
