I have a solution in the dev instance i want to create a new copy of it, request you to let me know how can i make it's copy.

you might export the solution, unpackage the zip file, update solution.xml (right at the top - there is uniquename and localizedname)
Package as a zip file again, and re-import.

Will that impact on any other thing,
second point on which instance to import this solution.
It won't (unless you make some changes in CRM before re-importing that copy, in which case you may override those changes once a copy has been imported).
Does not really matter which instance (but I was assuming you'd be using the same one)
Basically, imagine you have your original solution as a zip file. Now you have a copy of the same solution as a zip file - it has all the same customizations. You could have created that copy manually in CRM if you wanted to by adding all the same components, but it would take longer.
