Setup failed to validate specified Reporting Services Report Server

It seems that I am all messed up and need someone to help me resolve the issue.

I have followed all directions given to me in this forum but no one indicated "Reporting Services Encryption Keys".  Now I get the following error when importing an Organization:

Setup failed to validate specified Reporting Services Report Server mysqlserver/ReportServer. Error: Error occurred while finding an item on the report server.
The report server cannot decrypt the symmetric key that is used to access sensitive or encrypted data in a report server database. You must either restore a backup key or delete all encrypted content. ---> Microsoft.ReportingServices.Library.ReportServerDisabledException: The report server cannot decrypt the symmetric key that is used to access sensitive or encrypted data in a report server database. You must either restore a backup key or delete all encrypted content. ---> System.Exception: For more information about this error navigate to the report server on the local server machine, or enable remote errors

    Check the SQL Reporting Services configuration and make sure it's working correctly and that you can open the Web Service and Manager URL's successfully.

    I forgot to mentioned that this database in DEV was refreshed from production; two different physical servers.

    Both URLs given me the same old error:  

    The report server cannot decrypt the symmetric key that is used to access sensitive or encrypted data in a report server database. You must either restore a backup key or delete all encrypted content. (rsReportServerDisabled) Get Online Help

    Keyset does not exist (Exception from HRESULT: 0x80090016)

    Ok, so then you have to get rid of the Encrypted content because you don't have the key. You can do that by opening the encryption key tab in Reporting Services manager and there is an option for delete. Afterwards it should allow you to open the report service web service page and the manager page.
