Is there an Excel-based import template for importing fixed assets financial data, such as year to date and life to date depreciation?

As others have replied you need a config package and if you are looking at bringing in opening balances - you will need 3 lines for each FA for each book:
1. Acquisition cost
2. Accumulated depreciation till the end of last FY
3. Accumulated depreciation for the current year till go-live month

When implementing Fixed Asset you will use Configuration Package for the Fixed Asset Header and FA Depreciation Book. You create the Assets then use the FA Journal Line to add the Acquisition Cost. I then run the Depreciation in BC. I then reconcile BC to what was in the old system. Any differences, small ones, I adjust the GL to equal the FA subledgers. Large ones I might adjust the Accumulated Depreciation on the asset.

There is no predefined template for this. So you have to come up with something yourself.
You have the option to edit the fixed asset journals in Excel. That can be one way. You can also use a rapid start package. But that also requires some work on your end.
