Why isn't my Sales Tax - Tax ID Schedule Showing Appropriately on my Report?

Hi, 

I just created a sales tax report for SmartList. The Tax Schedule IDs is a column on the report. I've noticed that sometimes, the column is blank even though the customer has a tax schedule ID and the sales item says its taxable based on customers. Does anyone have an idea as to why this would occur?
