Region and Language Options Problems on CRM 4.0

We are running on CRM 4. But client user cannot access to the CRM server. As my point of view it's due to Language problem that's English(Singapore). Client running on Window XP SP3. I'm trying to locate English(Singapore) Language to Region and Language Options. But it still got problem about this issue. If there has any issue for me please suggest me.
