Reparent - Dynamics 365

I have a query in Reparent in parent child relationship. Account to contact (1:N relstionship)

For ex :

Step 1 :

Account 1 - owner is user1

Account 2 - owner is user2

Contact 1 - referenced to Account 1

Step2:

Contact 1 - changed reference to Account2 - whose owner is user2 now

In the above scenario , if I set Reparent to cascading / None , I dont find any difference in behaviour. My expectation is if cascading is set to None , then User2 should not sble to read Contact 1. Please correct me if I am wrong. Also does Reparenting means about read access ?
