Enable Document Management

Hi,
 
I am trying to enable Document Management against an entity but via a managed solution.  If I enable document management via the GUI it creates an unmanaged layer on the table I enable it on.
 
I can see via the MS Docs that the switch 'isdocumentmanagementenabled' needs to be enabled but not sure how to enable this outside of the GUI, any ideas ?
 
Any help is appreciated.
