Wanna to have one more choice in the field selection :
1. Yes or No and Not Applicable
2. can only move to other field if Yes or Not Applicable is chosen

How to control the field to move to other field or action ?

not in real time. You can use business rules but it will require to save the record first, with javascript you can perform the logic in real time as soon the user change the value inside the form
