Outlook Track by Category - shortcut keys revert to none

Shortcut keys are revert back to none after restarting Outlook.  Can anyone confirm if this is a bug?  The issue seems to have started after the Track by Category feature was enabled in our environment.  Tested on a computer without the D365 app and the shortcut keys did not reset.
