Is there a way to attach an image to a BOM so that when the MO is created the production team could have a picture to reference?

It is entirely possible, using OLE attachments to attach and image, document or video file to a BOM. You just use the note icon next to the Item Number field in the BOM Card. This image can also be attached using the Inventory Item card as well. Additionally, there is a similar icon next to the MO Number on the MO Entry window.

Are these options only for GP2013? We are on GP2010 R2
If it is for GP 2010 you can use OLE Attachments. From GP 2013 R2 microsoft has released the document attachment functionality.
