Wave Demand Replenishment, Empty Location with no incoming work

We are currently trying to set up a process in the warehouse for sales order picking that uses wave demand replenishment. For some background the main warehouse has a putaway areas comprising of a number of zones and a "Consolidation area" that is used as a sort of staging zone for sales order picking.

When filling a sales order particularly one that got multiple line the stock can come from both the putaway area and possible as an inbound transfer from other stores t manage this stock first goes to the staging area currently either the transfer receipt is directed there through location directives or if it’s from the internal zone slotting is used at the moment. The desire is to move away from slotting as its too manually and has too many issues so we are investigating wave demand replenishment,

We have configured this in a way that work does create and the pick work is split by Zone which is what we want however all the work lines are directed to the same location in the staging area. The challenge here is 2 parts each location is only big enough to hold one tote (each tote has its own LP) and due to how the replenishment works it doesn’t seem you have an option to overwrite the put location.

eg

We have tried setting the location directives up to use empty locations

This has the desired effecting of giving each work header a different put location but has the unexpected impact of breaking ever line from the work into a new separate header. So in the example above rather that 2 work header for location DB and GB we get 1 for DB and 4 separate ones for GB which will not be workable.

Any suggestions how we can work this ideally we could just use the replenishment as in the first example but each work header have a different location. We are also considering alternate option but nothing seems to match the needs such as outbound sorting as the sorting is seemingly after packing where we would want it prior.
I have the same question (0)

Have you tried cluster picking? Or cross docking for the instances where product comes in from a receipt? Or if the wave replenishment is working and your only hang up is the put location you can toggle the "override put location" option on the worker.

I have considered cluster picking as an option where the work is split over multiple lines however the issue still stand where the put location would be different for every single line.

The override put location is an option we already have on for all users and does prove useful in similar scenarios for other work but appears despite being turned on it is not available for this type of replenishment (we use it for slotting replenishment).

It seems it isnt an option when using wave replenishment which is assume is due to the replenishment work being linked to the sales order picking works where the put on the replenishment is the same as the pick on the sales order.
