Hi I have business rule on account form, when i change the custom field my business rule is not fire.

Please check the below steps
1)Check your field must be in the form
2)Check your business rule set to all forms otherwise wont trigger for quick form
I hope your field is placed on the form or business process flow
You need to tab out as others suggested
Are you sure you are following the conditions of your rule
One more thing to check would be, for what forms you have enabled this rule on. You can check this by going to your business rule and on the top right corner change it to 'all forms' and publish and then try

maybe recheck your conditions as well as if the business rule is in Activated state.

The OOTB business rule is fired only when the value has undergone a change and there is a tab out from the field, which means it will be fired only when the value is changed manually by the user over the form, and it won't be fired in case the value is being changed through some java script or some other business rule...
Though in case you are looking in for triggering any event over this type of scenario, you may use again javascript to be triggered over onchange event
