It is possible to move Lines in Sales Order in Personalize mode in Business Central?

No, It won't be possible through Personalize.
If you do so ask your developer to do modification in this Page.

Don't do this, too many things need the data from the General tab to be populated before the lines are enterwed.

You need to do development for this.
However, I agree with Kim, the General tab has some mandatory fields that it makes more sense to be at the very top.
