May I know is there any web api to get all the deleted records based on the entities (contact or account or cases or phone calls) in MS Dynamics CRM.

D365 does not have an option to retrieve deleted records. If an entity has auditing enabled, then you can retrieve the audit history.

As suggested by Kalpavruksh user, we dont have option to recover deleted option using OOB functionality but you could do it anyway if you have enabled audit history of entity.
Also one more option to recover deleted record using third party tool, please refer below url for reference:
