I am looking for a solution to restrict duplicate records that are being created from Dynamics 365 Portals online.

Thank you for your query.

You can try the following approaches:

Alternative Keys: define an alternative key to stop duplicates.

https://docs.microsoft.com/en-us/dynamics365/customerengagement/on-premises/developer/define-alternate-keys-entity

Plugin: write a plugin to do duplicate validation and throw InavalidOperationException to stop records from creating.
