Permission Error using Dev/Demo License

Our developer license does not execute objects under ISV range, It give permission error while executing on application but we can customize the objects in development environment.
This problem happens in BC365 version14.

The ISV objects works perfectly in NAV2018 and below but fails in BC365.

We have configured the license in Partner source under manage objects as instructed but still there is no effect on the downloaded license.

Our ISV range is 70134671 - 70135670.

import the new license in the database, restart the bc service.

I have done this several times and I can even confirm the changes of the license on the application, but still experiencing permission error on ISV objects
