Merging Lead with Existing Contact during Qualification - Not Working

I imported leads and as it turns out, some of them are already contacts.

I ran a duplication job, and found a bunch that have contacts. When I look at the job and it shows me the contact that may match, there's nothing I can do to merge them.

So instead, I open the lead and click qualify. The duplication pop-up appears, and I search and select the contact that matches. When I try to merge it, it says it can't create a record because a duplication already exists.

Isn't that the point? I am selecting the duplication and want them to merge instead of creating another duplicate!

I made sure and merged multiple leads that match, and also merged duplicate contacts.

I can't figure it out!
