Unable to Edit Effective Permissions for "User-Defined" Type

Hi:

Upon accessing /Effective Permissions/ for a Business Central user, you are supposed to be able to choose one of the five access type fields for any Permission Set of Type /User-Defined/.

But, Business Central is not letting me do so.

Why?

Hi, if it is a User-Defined Permission Set, it should be editable.

For example,

Is there any error message? Or is this page not editable when it is opened?
