FetchXML SSRS report intermittent error

I created a custom SSRS report in visual studio using FetchXML. The report contains images from attachments in CRM. The report works fine inside Visual Studio and after being uploaded to CRM it works fine as long as the images are small file sizes.  When I upload an image that is large it still works fine in visual studio but errors inside CRM.  Does anyone have suggestions on what could be causing this issue?
