What is the best way to be able to close several quotes at one time with the ability for the user to specify one close date for all the selected quotes.

You could create a number of On-Demand workflows:
1. Quotes Closed as Won
2. Quotes Closed as Lost
etc.
From here you would just select all the active Quotes and then run the workflow on the ones you want to close. The Closed Date is a little trick though. I think CRM populates the field with the date and time the Record is closed. Therefore I don't think you can override this.
You could however create a custom field and call it "......Closed Date" and add a rule into the workflow that populates the field with the given date. Once again you would need to change the date before each time you run the workflow.
Others may have better ideas for that issue.
There is already a field at the Quote Level called "Closed On" but this field is an estimation on when the quote will be closed.When the workflow closes the quote it doesn't take this field in to consideration. The close quote activity has the date of closing set to the date and time when the record is closed. I need away to set the close date of the close quote activity to a date that the user provides.
Your solution will not solve my problem but thanks for replying.
The Closed On field provided in Dynamics is not prepopulated with the date a quote is won/closed even when it is added to the form. Moreover, the QuoteClose entity as i simulated using microsoft flow did not trigger on the close of a quote record. However, i was able to figure out a way. I added a custom calculated field with the action to set the date to current date on the condition that quote status is either Won or Closed. This worked well for future records except that it sets the value of the calculated field to the date the custom field was created for all existing records.
