Intercompany Direct Delivery Scenario

My client has walked me through an intercompany direct delivery scenario that I am struggling to re-create in D365. 
 
The scenario is legal entity 1 is in the USA & legal entity 2 is in Canada. 
 
Customers in Canada will place sales orders for product that sits in USA. The product should ship directly from USA to Canadian customers, bypassing their Canadian warehouse. 
 
Inventory sits in USA, accounting for the Canadian customers must remain in the Canadian entity. 
 
I have found intercompany scenarios where the transactions can be done in the USA entity, but I need to create the sales order in Canada, have the PO create in USA, and have the product ship to Canada. I am yet to find a way to do this. 
 
For context, I am using warehouses that are not advanced WMS enabled. 
 
Has anyone been successful with this setup without an enhancement?
