Is restarting the portal an IIS reset or recycling the app pool?

Just curious, does anyone know if the Restart in the portal admin area does an IIS reset, or an app pool recycle? I am thinking the second one, but just wanted to understand fully what it's doing.

I don't think it is either? As far as I understand, this has the same effect as clicking Restart on the IIS Website.

Tat im not sure Megan. But if you turn your portal state Off/On it resets everything i guess. Because some changes even not get reflected after restarting.
