Is it possible to create a Smartlist report and extract the data from the information (say, the totals) shown on the Budget vs Actual vs Committed window?

To build a new SmartList of this type you will need the SmartList Builder module which is available a la carte if you haven't already bought it.
If you don't then you could use SSRS to get the information (with the help of someone who knows SQL to write the query).

If it's in the database you can retrieve anything through querying the SQL database. So, in short, you can get the information you need. The Smartlist objects are tied to views. You can query those same views to build your new SmartList object.
