I have a customer trying to import my company's Dynamics managed Solution and immediately after selecting the zip file they get "An error occurred. Try this action again, if the probelm continues, contact your Dynamics Admin or contact Microsoft Support."
I had them look under the "Solution History" section of Settings and they could see that when trying to import the solution there's the message "Unexpected : ZIP archive contains unsupported data structures."
We've had this managed solution import successfully for many other customers and it's not the usual issues that I've seen with either Invalid XML, or dependancy issues.
Any directions on where to look for guidance would be appreciated.
UPDATE: The solution file had been emailed to our customer. Their virus scanning software messed with the zip file which caused the issue. Sent them the zip file by other means and the install was successful.

At this point I think I need to double check that I didn't reference something that's not in their org.

Does this produce any log file when this error comes , normally if solution import fails system provides log file which can be opened in excel and it contains details reason of import failure...
one possibility is that may be this org 9.1 already got attribute with same name but different type that is coming via this managed solution so it is not able to import it...

The solution was exported from an on-premise version 8.0 org and customer is installing it on a Dynamics 365 online org that's version 9.1. I've had other customers do the same thing without any issues. I'm currently going through the zip file to see what might be missing that's causing the issue.

Did you check what's the CRM version (where you are getting this error)?
Seems like your solution has some components (most probably field types) which is not available in older version of the CRM.
Compare yours and client's version and see what's different.
