Capability priority on resources

Hi,

I have two resources A and B in my resource group with the capability 'Crane'. Resource A has the capability crane set for priority '1' and the resource B has the capability 'Crane' set for priority '2'. In my route I assign only the capability 'Crane' as the resource requirement. When I schedule production order 1 this is scheduled on Resource A. But when I schedule production order 2 backwards from delivery date so the date requirement is at the same time as production order 1 I should expect that this should be scheduled on resource B since A do not meet the requirements. Can anyone explain why not and how the logic is?
