Can some one please let me know, if Dynamics 365 Portal is free or paid for Microsoft Dynamics CRM Online License User?

It is not free.
It is not included by default with Dynamics 365, but 1 Portal is included for Enterprise Plan 1 subscription (with Limitations on monthly visits)

No way.It is paid and a different product for Dynamics CRM.
you can add the portal solution to your online instance are by import.Best way is by install them from admin center manage solution.when u install any of these a new portal module will be created.
you have the options to choose between the different types of portal.
And yes it is free(check your solution instance in admin center) ,it end when your online trail ends.
I have Dynamics 365 Online subscription. Can you please elaborate which portal instance is free for us and for how long?
