Do you have to create a warehouse pick in order to consume the goods? Or can you consume when posting the shipment

per your setup, I don't think BC requires a pick of any kind. still you need to test it out to be sure.

I have Require Pick OFF and Require Shipment ON. I also have Asm. Consump. Whse. Handling to No Warehouse Handling.

Would I be required to pick the components before posting the sales order for assemble-to-order?

Assemble to order

This is dependent on what you have setup for your Location on the Sales Line. If you have both "Require Pick" and "Require Shipment" OFF in your Location, then your components will be consumed when you Ship the Sales Line from the Sales Order.
