only the "No." field is checked for duplicates as standard. If you happen to find duplicates though you can merge them to one record later: docs.microsoft.com/.../sales-how-merge-duplicate-records
In the contacts area there are more standard tools to duplicate searching - however they are retrospective not as you key in.
This could be a good use case for approvals
