Cannot create workflows

Hi All -Wondering if anyone has run into this strange behavior. We recently moved a solution from one environment to another and now we cannot create workflows or open existing ones that are deactivated. Upon create or selecting a deactivated workflow we are met with a message that states "Invalid user authorization…The User authentication passed to the platform is not valid.” In looking in the address bar and deciphering the error code, it translates to "Invalid custom activity."

Worth noting -- If the workflows are activated you can open and look at them.

Also worth noting -- I have Admin access, so it is not security related.

Any insight would be appreciated, thank you!!

    Can confirm same issue and resolution here. Upgrade to Dec 2016 update and we see the error. Unregister the Assembly (in our case it was legacy cruft) and the problem has gone away!

    In our case, we upgraded to the D365 version (2016 U2 I believe) and while the upgrade finished without issue, we noticed the exact symptoms as described by the original poster.  In the end, we had 3 custom WF assys that were compliled with an older version of .NET.  The errors persisted until we completely removed the assemblies (and all dependencies --fun).  We recompiled with .NET 4.52, deployed and that fixed the issue.  I believe the mere presence of an older dll assembly will cause the symptoms.  Hope that helps in your situation.

    Did the clean install resolved the issue? having the same issue on our dev env.

    Hi Jeff. Our client was attempting to upgrade from an environment that contained legacy customizations and solutions. We believe the issue was related to remnants of 3rd party managed solutions and/or versioning issues with an assembly that CRM was trying to load. It was determined that a clean install would best suit their requirements.

    Did you ever find a solution to this issue? 

    We upgraded our on premise 2016 server to Update 2 and have the EXACT same symptoms regarding workflows.

    Hi - There is not really much to show. It has nothing to do with the workflows because it happens also when I try to create one. Literally cannot get past the initial screen. Never even get to the screen that allows me to begin building out the workflow. I suspect my issue is related to a corruption which was introduced during the import of the solution.
