Outstanding Invoice Tile = Purchase Invoices which are Parked on the Purchase invoice Page. I'm not sure on the programming part but -
You can mark favorite to Purchase Invoice (By Going to Tell me Bar - Write Purchase Invoice - Bookmark the same and it'll be available on Navigation Panel. (screenshot below)
If the above option will not solve your query and you need Tile only - Then
There's also an Extension which is developed by name - Simple Object Designer. (You can type this in Tell me bar) It'll give you a step by step guide to create a Role Center as well.
