Block purchase without cost

Hello everyone! 

Is there in BC Cloud v21 any setup, where we can block posting purchase without cost? 
I want to to avoid situation, when somebody post for example purchase order with direct unit cost = 0.

    Hi, As far as I know, the standard doesn't have this functionality, it requires a little customization.

    Hopefully other experts can give you better advice.
