Show a button that runs a Workflow to someone who is not allowed "Execute Workflow Job"

I have a security role where "Customization > Execute Workflow Job" is not enabled

At the same time, I have created a button using Ribbon Workbench that runs a workflow, and added the button to a Form.

Unfortunately, the users with the above mentioned security role can't see the button, even though I have added a Display Rule in the Ribbon Workbench command.

I would appreciate your ideas so much.
