If a person needs to access GP for the sole purpose of approving timesheets, do they need a full user license? Limited? Self-Service?

Right now we have Purchase Requistion set up in workflow - not the same - but similar situation where we do not want or need the approvers to be in GP and are relying on the Email notificication to be enough.
Right now we are testing to see what level they have to approve the Purchase Requisition. At this point in testing, these approvers have never been into the GP system. They are presented with an email that shows them the line details, the dollar amounts and then an option to Approve or Reject the creation of the Purchase Requisition.
We have created the users in the GP Security system as Web Client only but have not provided the users with access to anything else in the system. We have granted the USER rights Purchase Agent / Manager in one case and nothing in another. So far, not a challenge for either to approve.
We continue to test.
