Configuration Packages - End User or Administrator Tool?

Question for the group.  Would you consider configuration packages to be an appropriate end user tool or better left to administrators or super users?

    I have encountered customers who require data to be imported from Excel, but do not want to customize it.
    So we created multiple default Configuration Packages, and the end user only needs to import and export, without doing other operations.
     
    Hope this can give you some hints.

    This tool should be considered for Consultants not End Users, as it require a lot of experience to deal with the errors and validation, as it is also the responsibility of the functional consultant from partner side to upload all the master data.
     
    System Admins also can only have this training on the configuration package to be able to support the users if required.
     
    This is my point of view.

    Considering Configuration Packages have the option to turn off Validation and Delete an entire table with a Boolean, I would advise keeping it restricted to the System Admin level Users only.
     
    General Users should use Edit in Excel to mass update data, but it should also be monitored as you can quickly make a mess if the Users are not careful.
