Does this report ID for the document layout do anything?

    Vendor Document Layout Report ID
    this is a commonly used BC function. In simple words, it tells BC to use the report ID chosen for this vendor for purchase. BC will not use the default report ID in this case. If you have a customized report for this vendor, you can set up here. If you only use default reports , then no need to set it up.

    Yes, as Saurav already explained, layout specified on Vendor card will have top priority. This way You can have that for specific Vendors the Order Confirmation or Statement is printed out in different layout than others. 
    You can have different Report ID for the report if You have created additional reports, or You can have Custom Layouts for the same Report ID. To provide the custom layout, You would need to add the column for that in this page, as by default it is hidden, but available for users to be added via Personalization.

    Yes it does. Priority wise this comes in first.
     
    When you run a report which is configured in setup, System -
    1. Check is there a report configured for the master records in Document Layout. 
    2. If yes runs that report.
    3. If not, then system checks in Report selection.
    4. If found in report selection, then runs the report.
    5. Otherwise, an error is generated.
