Record Is Unavailable trying to view an attachment uploaded by another user

Users are receiving a Record Is Unavailable "The requested record was not found or you do not have sufficient permissions to view it" message when trying to access an attachment in the Notes and Activities section of the Accounts page that was uploaded by another user.

The users that cannot download or view the attachment have the CEO-Business Manager security role. If I assign the user the System Administrator security role, they can view the attachment. Since I do not want to assign these users to the System Administrator role, I am trying to find out what I need to change on the CEO-Business security role to allow users to view an attachment uploaded by another user.

We are using CRM 2013 Service Pack 1 (6.1.1.132) on premise.

Any assistance would be greatly appreciated.

    Hi Brian,

    Can you look into the privileges set on your CEO-Business Manager?

    Click Settings, click Administration, and then click Security Roles.

    Click CEO-Business Manager, and edit.

    Click Tab: Core Records.

    Check the Note entity, and see if their set to global by system default or change them to the specific hierarchy.

    Seems like PrvReadNote.

    As you tested to move the user to a System Administrator role position and it work, has to revolve around the above.

    Thanks Tim. I checked the CEO-Business Manager role and the Note entity is set to Organization for all actions from Create to Share.

    HI Blauer_PCL,

    I do not see any other reason other than security role changes. But from what you are saying everything looks good. The other thing you can check is 'doing an advanced find on the notes entity to see if the CEO users can access the documents attached from there'.

    Sometimes it could be just the form causing this error which can be resolved by clearing cache if advanced find lets you access the documents.

    Also, have your users try different browsers and see if that makes any difference(like inprivate IE).

    Thanks meenoo for the additional information. The users can access the attachments if they use the Advanced Find method that you suggested. I am having the users try different browsers to see if that will make a difference and waiting to hear back from them.
