Not able to set "Enable for Unified Client"

The service entity is only available in the old interface.

It is also not possible to enable the function "Enable for Unified Client" in the settings.
In UCI  it is not possible to create a service activity, since the service entity is not not available there.

Version 2104 (9.1.7.5) (DB 9.1.7.5) on-premises

I've already seen a similar question

I can't create a ticket in the power platform support center because it's the on-premises
