Service Selection Rules for Required Resource cannot be met.

I'm having issues with getting Service Selection Rules to work inside Service activities. Its very sporadic and not always an issue with 1 specific Service or 1 specific User/Resource. However i always get the same error message "Service Selection Rules for Required Resource cannot be met. To see selection riles, open the record for this Service".

Ive made sure the resource is part of the Service, it has sensible Work hours but still get the error.
