Hi Mark,
Ian is correct. It's part of the installation now. As bugs are found and updates are needed then our development staff will create fixes and update the website with those fixes. Nothing has been found so far so there is no new updates posted.

If you mean the professional Services Tools Library then it is one of the standard features which can be selected and installed from the GP setup utility on the download media.
