Is it possible for Dynamic GP customers to download GP2016 and install on a test environem?
Or Have to go through current GP Vendor/Suppliers.

You can download the install files from Customersource and install it on a test environment. If you want to test with a copy of your production database, I believe you'd need to have updated reg keys. You don't need updated reg keys if you are just going to be using Fabrikam, a sample company. Although depending on what third parties you have, you may even need updated keys to use Fabrikam.

Search accross the forum here to look for upgrade thread from older versions of GP to 2016.. many good posts about how to proceed and what to look for.

Will try hard, we will have consultant to do most of work, but very hard to find right support on Manufacturing part in GP, not so many users are using GP manufacturing part?

Manufacturing is one of the most complex modules in GP.. if not done properly, can quickly become a nightmare..
