How to get the Dual Use right license key of Dynamics 365 Business Central

I have followed the following steps to download the Dual Use Rights keys

1.   In the Microsoft 365 admin center, go to the Billing > Your products page.
2.   Choose the Dynamics 365 Service that has a Dual Use Right key.
3.   On the subscription details page, in the Registration Keys section, select the version to download.
4.   To download the installation file, select Download Software. To download the activation file, select Download License Key.

I have downloaded the license key, however, the said license key file is NULL TXT (which is invalid).

Any suggestions to solve the said issue?

How to get the Dual Use right license key of Dynamics 365 Business Central

I remember it was not the Microsoft 365 admin center, but the site where you assign the Object ID Range and then download the On-Pre license.
You can also download the Dual license there.
I'm sorry I'm not the company's license administrator and can't provide a screenshot.
