"create view" button means that you can create personal views.
Creating/modifying Views is a security Privilege that can only be enabled/disabled via a Security Role. You can either enable or disable it for an entire Security Role but, not scope this to any specific Entity.
Just provide only Read access to the saved view & View entity if you really need to prevent Users from creating their own Views.
-Navigate to Settings>administration>Security>Security Role>core records>saved view:
-Go Settings>administration>Security>Security Role>customization>view
