You can not invoice item charge UTF because there is no item ledger entry to assign it to.

My invoice contain 34 items & their item charges, tried all the possible method to post this invoice but still getting the error.

Hi, It seems to be a problem with Item Charge Assignment. Please check again whether the assigned line has been posted.

For example,

I assigned the first line of the order

But when I posted, I did not post this line, but only posted Item Charge, and this error occurred.

Thank you so much. Yes, there was some issues with warehouse setup because of it the Qty. to ship isn't calculating quantity automatically & was blank.
