Purpose of the ApprovalTreeNode in ReqMgmtOpenTasks

We have over 2,800 documents in the ReqMgmtOpenTasks table that have an approvaltreenode value of 00000000-0000-0000-0000-000000000000. All but 2 of those have a creatorid that is = to the currentApproverid. Are they supposed to have a value in there?

Also, how can there be over 3,000 open tasks dating all the way back from when the system was implemented in 2008? Shouldn't those move somewhere?
