Allocate an employee to each warehouse/Location

I have three locations A - B and TransX
TransX just  In-Transit
I want to allocate an employee to each locations A and B   manage transfers order  between locations
user1 full access for Location A and just read for location B
user2 full access for Location B and just read for location A
user1 is responsible for the shipment process only, and user2 is the one who receives
 
Can this be implemented through permission set ?

    Hi, it seems impossible, because when you set the Permission Set, Insert, Modify, Delete can only be set on TableData (Location), and when you use Security Filter, you can restrict the data that users can access, but you cannot restrict read-only permissions for a certain data (location A).

    you could only set up user 1 as warehouse employee for A

    user2 full access for Location B and just read for location A
    set up user 2 as warehouse employee for B

    user1 is responsible for the shipment process only, and user2 is the one who receives
    this is possible by creating customized permission sets
